Einfach mal die Kirche im Dorf lassen

Derzeit tobt ein bizarr anmutender Kampf um die Deutungshoheit über die Ereignisse während des G20-Gipfels in Hamburg. Während eine unabhängige Aufarbeitung nach Möglichkeit behindert wird, stehen für Teile von Politik und Medien die Alleinschuldigen schon fest.

Wir sind bestürzt, wie der Protest Zehntausender vor und während den Gipfeltagen auf einzelne, medial aufgebauschte Momente herunter gebrochen wird, die nicht im Mindesten repräsentativ sind für die Vielfältigkeit und inhaltliche Relevanz der Kritik.
Auffällig wenig wird darüber berichtet, mit welch unterschiedlichen Formen und Ausdrucksweisen die Ablehnung gegen die Ausrichtung des Treffens der selbsternannten Weltelite in den Messehallen artikuliert wurde. Unter anderem geschah das durch tausende Transparente an Häusern und in Läden, auf vielen, seit Monaten stattfindenden Demonstrationen, Straßenfesten, Kunstaktionen, Treffen und und und...

Wurde zunächst von einem „Festival der Demokratie“ gesprochen – in dessen Rahmen Camps für Protestierende eine Selbstverständlichkeit sein sollten, wie noch im September letzten Jahres auch allgemein bekundet wurde – so blicken wir heute fassungslos nur noch in ein maßloses „Schaufenster moderner Polizeiarbeit“.
Gewaltenteilung und rechtsstaatliche Prinzipien erscheinen in diesem Schaufenster bestenfalls zweitrangig hinter – auf fragwürdiger Grundlage zustande gekommenen – polizeilicher Gefahreneinschätzungen.
Öffentliche Versammlungen wurden erschwert oder verhindert und der Protest als Ganzer zu diskreditieren versucht. Je näher der Gipfel kam, desto „robuster“ wurde den Kritisierenden gezeigt, wie unerwünscht sie letztlich waren.
So wurde das Camp in Entenwerder einem anders lautenden Verwaltungsgerichtsurteil zum Trotz mit massiver Gewalt verhindert und anschließend durch schwer bewaffnete Einheiten abgeriegelt. Bei der "Wasserschlacht" am Grünen Jäger wurde trotz des offensichtlich "humoristischen" Charakters der Veranstaltung schweres Gerät aufgefahren.

Es hat uns bestürzt und überrascht, dass mittlerweile Schusswaffen bei der Auseinandersetzung zwischen Polizei und Protestierenden eingesetzt werden – wenn auch diesmal noch „nur“ zur Abschreckung. So durften am Samstag entspannt cornernde Menschen am Neuen Kamp in Gewehrläufe schauen; am Fenster oder auf dem Balkon stehende Anwohner*innen sahen die Punkte von Ziellasern auf ihren Körpern leuchten. Moderne Polizeiarbeit erscheint hier als eine Spirale von Eskalationen – etwas, was hierzulande gerne kritisiert wird, solange es in anderen Ländern vorkommt.

Die Abende des Gipfelwochenendes insgesamt werden wohl noch länger auf verschiedenen Ebenen für heftige Diskussionen sorgen.

Ein Grund warum der G20-Gipfel in Hamburg von Anfang an kritisch gesehen wurde war, dass erfahrungsgemäß auch solche Protestierende zu so einem Anlass kommen, die Sachbeschädigung als Teil ihrer Aktionsformen sehen. Polizeiliche Gefahrenprognosen nannten in diesem Zusammenhang Zahlen von 8000-10000 Personen auf die sich die Sicherheitskräfte einstellen müssten. Nun soll bereits eine viel kleinere Anzahl zu einer völligen Überforderung geführt haben? Symptomatisch für die Wortwahl der Behörden sind die wiederholten Aussagen, es gäbe „Hinweise auf...“ – anstatt irgendwelche Belege für die aufgestellten Behauptungen zu nennen.

Solche vagen "Hinweise" haben wohl auch gereicht, um die B5 und damit gleich auch noch das B-Movie und eine Privatwohnung zu stürmen  – weil's halt irgendwie im gleichen Haus war...

Nicht zuletzt wird weiterhin über das polizeiliche Vorgehen bei der „welcome to hell“-Demonstration am 6.7. viel zu diskutieren sein – Erlebnisberichte lassen einem regelrecht die Kinnlade herunterklappen. Während hier die Vermummung einiger weniger Teilnehmer*innen als Begründung für einen brutalen, ansonsten unprovozierten Angriff herhalten muss, sei nur am Rande erwähnt, dass Einsatzleiter Duddes Einheiten immer vermummt waren – was bedrohlich wirkt und Opfer fragwürdiger Übergriffe noch ohnmächtiger zurücklässt.

Mit der G20 trafen sich Repräsentanten der global wirtschaftlich stärksten Länder – mit teilweise sehr umstrittenem politischen Personal – um einseitig die ganze Welt betreffende Entscheidungen zu treffen. Damit stützen und fördern sie ein System, das aus gutem Grund von Vielen als schädlich und schreiende Ungerechtigkeit betrachtet wird. Die aus diesem Anlass geäußerten kämpferischen Ansagen und teils markigen Sprüche seitens der Protestierenden sind eine Reaktion genau darauf.

Nun wird der Roten Flora und anderen vorgeworfen, die Akteure des Freitag Abend eingeladen zu haben. Das ist offensichtlich eine – bewusste oder unbewusste – Umkehrung des Ursache-Wirkung-Prinzips: Es waren die Bundesregierung und der Hamburger Senat, die den G20-Gipfel samt den erwartungsgemäß folgenden Protestierenden eingeladen haben!

Wer wann was gemacht hat und woher die alle kamen wird sich letztlich nie genau klären lassen. Einige hundert Menschen bevorzugten offenbar eine Eskalation, um überhaupt etwas Aufmerksamkeit von Politik und Gesellschaft zu erlangen und eine Antwort auf die staatliche Repression in welcher Form auch immer zu geben. Es ist jedoch entschieden zu kurz gedacht, die Folgen des behördlichen Versagens ominösen "gewalttätigen Ausländern" in die Schuhe zu schieben. Wer auch immer einen Grund hatte im Schanzenviertel zu agieren – die Geschehnisse zeigen klar, dass etwas gewaltig falsch läuft.

Wir, das Centro Sociale mit unserem Gipfelcafé als Treff- und Infopunkt, haben uns über all die Tage sehr gefreut, dass so viele Leute aus den verschiedensten Teilen der Welt den Weg nach Hamburg angetreten haben – den Abschreckungsstrategien und Eskalationsdrohungen zum Trotz.
Zusammen mit den Anwohner*innen haben diese Gäste die Straßen gefüllt und an vielfältigsten Protestaktionen teilgenommen.

Viele haben sich für die Möglichkeit zu Protestieren eingesetzt, persönlich oder als Organisation, geplant oder spontan.
Es war schön diese Form von Solidarität zu erleben – und es gibt uns die Zuversicht, dass repressive Maßnahmen hier auch in Zukunft nicht unwidersprochen hingenommen werden.

Wir verurteilen es aufs Schärfste, wenn jetzt Linke und Linke Zentren  – und das schließt uns ein – durch unbewiesene und widerlegbare Schuldzuweisungen systematisch kriminalisiert werden!

Don’t blow things out of proportion

After the G20 summit in Hamburg, a grotesque battle wages over the monopoly of interpretation of the events that took place.

While an independent investigation is obstructed as far as possible, parts of the political establishment and the media are already certain about who is to be blamed. We are dismayed by the way the protest of tens of thousands before and after the days of the summit is reduced to only a few incidents that, although inflated by the media, cannot in the least stand to represent the diversity of criticism and the relevance of its content.

Strikingly little is reported on the many different forms with which people expressed their rejection of the meeting of the self-professed world elite in Hamburg’s congress centre. This includes the thousands of banners on houses and stores, the many demonstrations, street festivals, art campaigns, meetings, and so on and so forth.

While we were initially promised a ‘festival of democracy’ – a label under which the right to form protest camps should be self-evidential, as was still universally affirmed in last September – we are now left speechless by the 'display of a modern police strategy' beyond all measure. In this display, separation of powers and constitutional principles at best appear secondary to the police’s danger assessment, which was based on highly questionable assumptions. Public gatherings were impeded or stopped altogether and protest as a whole was sought to be discredited. The closer the summit approached, the more force was exercised to show the critics just how unwelcomed they actually were in the end. For instance, the camp in Entenwerder was, regardless of a contrary verdict by the administrative court, hindered through the use of extreme violence, and subsequently closed off by heavily armed police units.  During the ‘water fight’ at the Grüner Jäger, the police deployed heavy artillery despite the obvious humorous character of the event.

It shocked and surprised us that firearms are now used in conflicts between the police and protesters, even if they were ‘only’ to act as a deterrent for now.  Thus, those who were peacefully ‘cornering’ (a German neologism for gathering as a way of protest) at Neuer Kamp, were met with guns. Residents standing by their windows or on the balcony saw the glowing red points of sight mark lasers on their bodies. Modern police work appears here as a spiral of escalation, which is something that is often criticised in Germany as long as it happens in other countries.

The evenings of the summit week end will probably cause fierce discussions on various levels for some time to come. One reason why many people were already critical of the G20 summit in Hamburg from the beginning on, was because experience shows that such an occasion will also attract protesters who view the damaging of property as part of their strategy. In this context, police predicted around 8000 to 10,000 persons to be a concern for security. And now, a considerably smaller number is supposed to have led to complete overload? The repeated statements that mentioned ‘indicators’ instead of concrete evidence for its claims, are illustrative of the rhetoric of the authorities.

These vague ‘indicators’ appear to have been sufficient in justifying the clearing of the B5 (an autonomous centre), and with it the B-Movie and a private apartment – because they were all ‘kind of in the same house’.

Among other things, there remains much to be discussed about the police intervention during the ‘Welcome to Hell’ demonstration on the 6th of July – the related experience reports are downright jaw-dropping. While the masking of a minority of participants is used as a cheap justification for a brutal and otherwise unprovoked attack, it should also be noted that the police units of officer-in-charge Dudde were actually always masked. Not only does this have a threatening effect, but it leaves the assault victims utterly helpless.

At the G20, the representatives of the global economic powers, some of which are highly contended, met to single-handedly make decisions concerning the entire world. In doing so, they sustain a system that is rightfully viewed by many as harmful and woefully unjust. The bold and partly militant statements made by protesters in this context are a reaction to this.

Now, the Rote Flora (also an autonomous centre) and others are accused of having invited Friday night’s protagonists. This is obviously a conscious or unconscious reversal of the principle of cause and effect: It was the government and the Hamburg senate that invited the G20 summit and consequently the to-be-expected protesters!

Who did what at which time and where everybody came from is something that can never be fully resolved in the end. A few hundred people apparently prefer escalation to gain the attention of politics and society and to at least give some kind of answer, regardless of its form, to the repression by the state. However, it is a definitive oversimplification to abuse the ominous entity of the ‘violent foreigner’ as a scapegoat for the failure of the authorities. Whoever had a reason to participate in the escalation in the Schanze – the events clearly show that something is going terribly wrong.

We, the Centro Sociale with our summit café as a meeting point and source of information, have rejoiced over all the days where so many people from so many parts of the world made their way to Hamburg, despite all of the deterrence strategies and threats of escalation. Together with the residents, these guests have filled the streets and have participated in diverse protest actions.

Many have taken a stand for the right to protest, be it personal or as an organisation, planned or spontaneous.

This form of solidarity was a sight to behold and it gives us hope that repressive measures will still not simply be accepted in the future.

We utterly condemn the attempt to systematically criminalise leftists and leftist centres – and this includes us – through unproven, refutable accusations!

Restiamo ai dati di fatto...

In questo momento si sta scatenando una lotta assurda per l’autorità d’interpretazione dei fatti accaduti durante il vertice G20 ad Amburgo. Mentre gli intenti di analizzare i eventi sono stati ostacolati il più possibile, per una parte della politica e delle media i colpevoli già sono definiti.

Noi siamo veramente costernati come la protesta di migliaia prima e durante le giornate del vertice è stata ridotta a alcuni singoli momenti, che furono gonfiati dalle media, ma che non sono assolutamente rappresentativi della molteplicità della critica e l‘importanza del suo contenuto.

Si parla sorprendentemente poco sulle diverse forme con le quale la gente articolava la protesta contra il incontro della autonominata élite mondiale ad Amburgo . Fra l’altro con migliaia di striscioni e cartelli in case e negozi, in tante manifestazioni, feste, azioni artistiche eccetera, che avevano luogo da mesi.

E mentre all’inizio si parlava di un “festival della democrazia” – gli accampamenti per i manifestanti si davano per scontato, come si dichiarava ancora in settembre dell’anno passato — oggi guardiamo sconcertati la “vetrina di attivitá di polizia moderna” sregolata. In questa vetrina la divisione dei poteri e gli principi garantisti appariscono soltanto in secondo luogo. In primo piano stava una valutazione dei rischi per parte della polizia che si è fatta su fondamenti tutt’al più discutibili.

Riunioni pubblici furono aggravati e ostacolati e si ha provato a screditare la protesta in generale. Quanto più si avvicinava il vertice, più forte si mostrava ai manifestanti che non erano graditi.

Così l’accampamento a “Entenwerder”, nonostante una decisione diversa del tribunale amministrativo, è stato impedito con l’uso della violenza e dopodiché transennato per unità armate della polizia. In occasione della “battaglia d’acqua” (con gavettoni) sulla via “Am Grünen Jäger”, un’azione di carattere evidentemente umoristico, è stata utilizzata attrezzatura pesante.
Siamo sorpresi e storditi che la polizia intanto utilizza arme da fuoco nel confronto con i manifestanti, sebbene finora “soltanto” per intimidare. Così il sabato la gente che rilassatamente beveva una birra in strada si vedeva circondata di fucili. Residenti che si affacciavano sul balcone o nella finestra si vedevano addosso i laser di puntamento. L’attività moderna di polizia sembra una spirale d’escalation — una cosa che in Germania si critica volentieri finché accade in altri paesi.
Le sere del fine settimana del G20 si dibatteranno acutamente per molto tempo ancora su diversi livelli. Un argomento contro il vertice G20 nella città di Amburgo era il fatto che in base all’esperienza vengono anche manifestanti che vedono il danneggiamento di cose come una forma di azione. La polizia pronosticava che le forze di sicurezza si dovevano preparare per un numero tra 8000 e 10.000 persone. E adesso un numero molto più piccolo ha condotto a un tale sovraccarico? La scelta di termini delle autorità sono sintomatici. Dicevano ripetutamente che ci fossero “indicazioni” invece di apportare delle prove per le sue affermazioni.

Tali “indicazioni” erano apparentemente sufficienti per invadere la B5 (un centro sociale autogestito) e dopo il B-Movie (un cinema) e un appartamento privato — già che tutti stanno nella stessa casa…

Anche è necessario di dibattere sul procedere della polizia nella manifestazione “welcome to hell” nel 6 di luglio – quello che racconta la gente che ci è stata ti lascia perplesso. Mentre soltanto il camuffamento di alcuni/e pochi/e manifestanti/e, e nient’altro, serviva per giustificare un attacco brutale, occorre dire che le unità di polizia del capo operazione Dudde erano sempre camuffati. E questo non solo ha un effetto minaccioso ma anche lascia le vittime di aggressioni ancora più impotenti. Nel G20 si sono incontrati rappresentanti dei paesi economicamente più forti – alcuni molto discussi – per adottare delle decisioni che riguardano tutto il mondo. Così sostengano e promuovono un sistema che molte persone correttamente vedono come dannoso e ingiusto. Dunque gli annunci combattivi e forti per una parte dei manifestanti sono una reazione a questo fatto.

Adesso si rimprovera alla Rote Flora (un centro sociale autogestito) e altri di aver invitati gli protagonisti del venerdì sera. Ma questo sarebbe l’inversione del principio causa-effetto, sia cosciente oppure incosciente: Erano il governo federale e il senato di Amburgo chi hanno invitato il vertice G20 insieme coi manifestanti che venivano secondo le aspettative!

Chi ha fatto esattamente che cosa e di dove venivano tutti non si potrà mai chiarire del tutto. Alcune centinaia di persone apparentemente preferivano l’escalation, per attirare al meno un po’ di attenzione della politica e della società e anche per dare risposta alla repressione statale. Comunque è troppo facile dare la colpa per il fallimento delle autorità a “stranieri violenti”. Chiunque sia chi aveva un motivo di partecipare a l’escalation nel quartiere “Schanzenviertel” – gli eventi mostrano chiaramente che le cose vanno proprio male.

Per noi, il “Centro Sociale” (un centro sociale autogestito) con il  nostro “Gipfelcafé”, un punto d’incontro e d’informazione, è stato un piacere che tanta gente di tante parti del mondo è arrivata ad Amburgo – a dispetto delle strategie d’intimidazione e delle minacce d’escalation.

Insieme ai residenti questi ospiti sono scesi in strada per partecipare a molteplici azioni di protesta.

Molti hanno difeso il diritto di protestare, individualmente o come organizzazione, pianificato o spontaneamente.

Era bello vivere questa forma di solidarietà e ci da la fiducia che tutte queste misure repressive anche nel futuro non saranno accettati senza contraddizione.

Condanniamo rigorosamente che adesso persone e centri di sinistra  – e questo include a noi – sono sistematicamente criminalizzati mediante accusazioni confutabili e senza prove!

Después de la cumbre:

No hay que sacar las cosas de quicio

En estos momentos se ha desatado una absurda lucha sobre el significado de los acontecimientos sucedidos durante la cumbre del G-20 en Hamburgo.

Mientras se impide un análisis independiente de los hechos, una parte de la política y los medios de comunicación ya han decidido a quién culpabilizar.

Estamos consternad*s sobre cómo una protesta de miles de personas antes y durante la cumbre puede ser reducida a unos pocos momentos escandalizados por la prensa, para nada representativos de la diversidad e importancia de la crítica al G-20.

Llama la atención la escasa repercusión mediática sobre las diversas formas y expresiones de protesta que tuvieron lugar para mostrar el rechazo al encuentro de la autoelegida élite mundial en el centro de congresos.

Miles de pancartas en casas y negocios, manifestaciones, fiestas de barrios, acciones artísticas, reuniones…

Lo que se anunció como un „ festival de la democracia“ en cuyo marco ya en septiembre se aseguraba un campamento para l*s manifestant*s, se ha convertido en lo que hoy observamos consternad*s como un desproporcionando “escaparate del trabajo policial moderno“.

La clasificación de la violencia y los principios democráticos en este escaparate parecen tener menos importancia que la evaluación de la situación de peligro estimada de manera extremadamente dudosa por las fuerzas policiales.

Asambleas públicas fueron impedidas o dificultadas y se intentó desacreditar la protesta. Cuanto más se acercaba la fecha de la cumbre, con más rotundidad se mostraba a la gente crítica que su protesta no era deseada.

De esta manera se impidió de manera brutal el establecimiento y acceso al campamento de Entenwerder -a pesar de la aprobación de este por parte de un tribunal- para finalmente rodearlo con un dispositivo policial que incluía armas especiales.

En la batalla con los tanques de agua en Grüner Jäger se utilizó, a pesar del carácter lúdico de la protesta, material policial pesado. Nos ha consternado y sorprendido el hecho de que en estos momentos en las disputas entre policía y manifestantes se utilicen armas de fuego -aunque en este caso „sólo“ como medida intimidatoria. De esta manera grupos de personas que estaban haciendo „ Corning“ en el Neuen Kamp (acción de encontrarse en determinas esquinas) pudieron ver pasar a agentes de policía en montura militar mientras otras personas asomadas a los balcones vieron como puntos de luz láser apuntaban a sus cuerpos.

Un moderno trabajo policial en una espiral de violencia- algo muy criticado desde aquí cuando ocurre en otros países.

Lo ocurrido en las tardes de la cumbre es algo que va a provocar durante mucho tiempo acaloradas discusiones a diferentes niveles.

Uno de los motivos por los que la celebración de la cumbre en Hamburgo se veía de manera crítica es porque este tipo de eventos suele atraer a manifestant*s que ven los daños materiales como una parte de su accionar político.

Las estimaciones policiales en este sentido hablaban de unas 8000-10000 personas a las que la policía tendría que hacer frente. Ahora parece que una cantidad mucho mas pequeña que la estimada a llevado a una situación incontrolable? Sintomática es la elección del vocabulario de las autoridades en las repetidas declaraciones de que había“ sospechas de… „ - en lugar de nombrar alguna prueba que corroborara semejante presunciones.

Esos vagos „indicios“ fueron suficientes para irrumpir de manera violenta en el centro social B 5, el cine adyacente B Movie y una vivienda particular -porque estaba todo en el mismo edificio..

No por último se discutirá mucho acerca de la actuación policial en la manifestación „ wellcome to hell“ del 6.7.2017. Las declaraciones de personas que presenciaron los hechos nos hacen quedar atónit*s.

Mientras se utiliza el enmascaramiento de algunas manifestantes como causa del ataque brutal no provocado a la manifestación hay que remarcar que las unidades policiales de Duddes, director del dispositivo, siempre van enmascaradas lo que crea una atmósfera amenazante y deja a las víctimas de las agresiones policiales en una situación de impotencia.

En la cumbre del G-20 se encontraron l*s representant*s de las potencias económicas mas poderosas del mundo- en parte con la participación de líderes muy controvertidos- para estipular acuerdos que conciernen al mundo entero. Así consolidan y promueven un sistema que por muchos motivos much*s consideran injusto y pernicioso.

Las expresiones militantes y en parte los enérgicos comentarios de estos días por parte de l*s manifestant*s son una reacción a esto. Ahora se acusa a la Rote Flora y a otros de haber invitado a l*s actor*s del viernes por la noche!!

Esto es definitivamente, - con o sin intención- dar la vuelta al principio de causa y efecto: fue el gobierno federal y el senado de Hamburgo quien invitó al G-20 y la protesta que esto conlleva! Cuándo, qué, quien y de dónde venían l*as manifestant*s es algo que no se podrá aclarar con precisión. Por lo visto, unos cientos de personas prefieren una determinada escalafón para así obtener por lo menos algo de atención política y social y responder así a la represión estatal. Sin embargo, culpabilizar a „extranjer*s violentos“ del fracaso oficial es definitivamente miope. Quien quiera que tuviera algún motivo para actuar en el barrio de la Schanze, los acontecimientos muestran que algo marcha definitivamente mal. Nosotr*s como Centro Social nos alegramos haber recibido a gente de diferentes países que encontraron el camino hasta Hamburgo durante los días en que funcionamos como Café e Infopunkt- a pesar de las estrategias de intimidación y las amenazas de escalación.

Est*s invitad*s junto con l*s vecin*s de los diferentes barrios llenaron las calles y participaron en diferentes protestas. Much*s se implicaron para poder protestar de manera personal, como organización, de manera planeada o espontáneamente.

Fue un placer experimentar esa forma de solidadridad- y nos da la seguridad de que las maneras represivas en el futuro aquí no quedarán sin respuesta. Condenamos rotundamente que gente de izquierdas y centros de izquierda, entre los que nos incluimos, sean criminalizados sistemáticamente sin ningún tipo de pruebas.
